Ireland tips more than most of Europe but less than the US. At a sit-down restaurant, 10 to 15% for good service is normal, or simply round up. At a pub, there is no tipping when you order at the bar. Some restaurants add a service charge, especially for larger groups, so check the bill before adding more. Round up for taxis. Tips can go on the card or in cash, in euros (or pounds in Northern Ireland).

At a sit-down restaurant, 10 to 15% for good service is the norm, or simply rounding up for something casual. It is more than most of Europe (where a round-up is enough) but less than the US 18 to 20%.
For a cafe or counter service, tipping is optional; the tip jar is a nice gesture, not expected. Round up for taxis, and leave a euro or two a bag for a porter.
Pubs, and the service charge
At a pub, when you order and pay at the bar, there is no tipping. For table service in a gastropub or restaurant, the restaurant norms above apply.
Some restaurants add a service charge, especially for larger groups (often 10 to 12.5%). Check the bill: if a service charge is already there, you do not need to tip on top.
Cash or card, and the border
